1. The Labor Advisory System of Tokyo Metropolitan Government
Labor Consultation Center of Tokyo Metropolitan Government offers free
advisory services for working conditions and other general labor problems
as part of its administrative services. Consultants give advice on Japanese
Acts and on domestic employment practices.
There are many problems, however, that cannot
be solved only through advice to the two parties of employer and employee(s).
In such cases, consultant acts as third party conciliators with the consent
of the both parties to assist them in reaching a desired solution to the
problem or matter in question. The consultants do not represent either
party, but try to bring the parties to a reasonable conclusion, referring
to what the parties say to each other.
If such conciliation effort fails, it will
be discontinued. And, if this, unfortunately, is the case, you may still:
1) refer the matter to Labor Standards Inspection Office if it concerns a violation of Labor Standards Act,
2) consult with a lawyer about matters other than a violation of labor Acts, and bring them to court.

The Tokyo Metropolitan Government offers
labor consulting service staffed with English and Chinese interpreters
at the following Labor Consultation Centers.

3. Labor Consultation Center in Tokyo
An advisory service for general labor problems is available at the following offices.
If you would like to receive advice about
labor problem in Spanish, Portuguese, Korean, Thai or Persian, please apply
to the office in charge of the district in which your workplace is located.
 
4. Labor Standards Inspection Offices in Tokyo
This office will give guidance and supervision based on the Labor Standards
Act, the Minimum Wages Act and theWorkmen’s Accident Compensation Insurance
Act, etc.

 
5. Public Employment Security Offices in Tokyo
These offices provide advice and information
on job placement and also employment insurance.
    
6. Labor Bureau’s labor consultation for foreign workers
Labor Bureaus are the Local branches of Ministry of Health, Labor & Welfare in every prefecture. They are senior offices of Labor Standards Inspection Offices and Public Employment Security Offices in every prefecture. They offer labor consultation service in foreign languages.
 
7. Social Insurnace Offices in Tokyo
These offices accept applications and payment for Health Insurance
and Employees''' pensyon Insurance
 
8. Tokyo Regional Immigration Bureau 9. Tokyo Regional Taxation Bureau
This office accepts applications for residence and permits for extra-status activities.
The Information Center provides consultation
in English, Chinese, Spanish, Portuguese, Korean and Thai.

This center provides advice in case you have any problems or questions concerning daily life.

A consultant offers information on medical
facilities which are available to foreign speakers, and the Japanese medical
system.

13. Japan International Training Cooperation Organization (JITCO)
Organization (JITCO)
JITCO provides information to companies/organizations (the “recipient organization” which takes in trainees or interns from overseas), and offers advice and assistance to the trainees and interns.
